Update git submodules

* Update openstack-helm from branch 'master'
  to 3faddf006a688ad4bece0134438642b3fbbe2a57
  - Merge "chore: set chart-testing project wide to 3.11.0"
  - chore: set chart-testing project wide to 3.11.0

    This makes it so that 3.11.0 is the version used consistently and sets
    it at the top-level.
