Update git submodules

* Update barbican-tempest-plugin from branch 'master'
  to a80ab1dc3e0eb02b144f524913e31d00aab09d6b
  - Update stable branch jobs

    Remove unmaintained/2024.1 jobs. Also add a few recent stable branches.
