Update git submodules

* Update masakari from branch 'master'
  to c4d2222ac7b8b371796980ca69a9d9b55ed9cdba
  - Merge "Enable healthcheck endpoint"
  - Enable healthcheck endpoint

    The endpoint provided by oslo.middleware is useful to enable health
    monitor of API, especially in case API runs behind load balancers.
