Update git submodules

* Update watcher-tempest-plugin from branch 'master'
  to d99632e144cbb30aae8c0ebe03c011643dd49ba2
  - Consolidate and improve Zuul CI jobs for stable branches

    This is a follow up from [1], to also replace current functional
    stable jobs with jobs that runs scenarios tests.
