Update git submodules

* Update bifrost from branch 'master'
  to 233cbda77a70d93a59c88cbc9397f5cdeebe017b
  - Remove unused tinyipa CI jobs

    The old tinyipa jobs have been removed.
    Patches have been submitted to update the jobs in the
    corresponding repositories.
