Update git submodules

* Update tenks from branch 'master'
  to c25757f16d8e1c3438261a268a21ff6a897174df
  - Modernize and fix CI

    Use current openstack python versions to run unit tests, but keep
    testing Python 3.9 using stable/2025.1
    Pin stable/2025.1 for CS9 and Rocky 9 jobs
    Add CS10 jobs to test current master
    Remove ancient jammy and bullseye jobs
    Add bookworm and noble jobs
