Update git submodules

* Update kolla from branch 'master'
  to 9a09f82646c577c4b484eeaac7bf56d8005da11b
  - CI: Add ^docker/ trigger for aio jobs

    Without that - these are not run at all

    Update Bookworm to Trixie while we're at it
