* Update python-masakariclient from branch 'master'
  to 1d0a9ba6dcfbb9d140c141b5862e53825e17510f
  - Merge "Remove support for Python 3.8 and 3.9"
  - Remove support for Python 3.8 and 3.9

    These two old versions are no longer tested due to their EOL.
