Update git submodules

* Update neutron from branch 'master'

  - Merge "Change some functional test code to use project_id"
  - Change some functional test code to use project_id

    Started initial change to start using project_id
    in the functional test tree:

      - Updated strings
      - Changed local variable names
      - Changed some function arguments
